Logistics Services Center

Resort training and recreation centers, restaurants, hotels, police campuses, diagnostic stations from all over Poland concentrated and subject to one business unit is a pioneer idea of ​​the Police Headquarters and the Ministry of Interior and Administration.

At the end of last year, the concept took the form of an institution of the budget economy called the "Logistics Services Center". It is a public finance sector unit with legal personality and constitutes logistical and technical support for the activities of the Police and the ministries of internal affairs. In CUL, not only the training and recreation base is gathered, but also various public tasks such as, inter alia, servicing the "Babice" airport in Warsaw, repair of police means of transport along with comprehensive technical support or distribution of fuels (under preparation).

All activities are based on Regulation No. 41 of the Minister of Interior and Administration of November 9, 2010, pursuant to art. 2 points 1 of the Act of 27 August 2009 on public finance and on the ordinance No. 1670 of the Police Commander-in-Chief of November 16, 2010 on the statute of an institution of the budget economy under the name "Logistics Services Center".

Two irrefutable arguments stand for the purpose of the undertaking: independence and self-financing. The independence of CUL's budgetary departments of the Ministry of Internal Affairs and auxiliary farms of the Police, that is their logistic base, cash, but also financial liabilities, demonstrates independence. Such concentration in one institution allows for better use of resources, optimization of costs and the use of synergistic effects resulting from the scale of operations. Self-financing of this activity is a prerequisite which is a driving force in this enterprise. The creation of CUL is first of all the creation of a large training, rest and service base that is open not only to the needs of the Police, public administration and local government, but also to entities outside these groups, that is commercial activity. Developing CUL will earn money by allocating funds for further investments and support of the Police. The task is difficult because it requires learning about the problems of distant units such as OSW Dafne in Zakopane or OSW Kaper in Jurata and the cumulating of their needs in a uniform management process. In the long term, this process is to guarantee obvious benefits.

The whole project is directed from Warsaw, and the unit is managed by the Center's Director.
